Cybersecurity names surged as the direct read-through: slower AI buildout means more spending on securing what already exists. The Fed is still expected to raise rates Wednesday, and with the 10-year where it is, rate-sensitive sectors have nowhere to hide.

Elmet is an industrial manufacturer that surged on 56x its average volume with a Strong Buy consensus.

The Department of War's Office of the Assistant Secretary of War for Industrial Base Policy, in partnership with the Economic Defense Unit, announced today a $450 million redeemable preferred equity investment in The Elmet Group through the Industrial Base Analysis and Sustainment program. 

Rapid7 [RPD] $12.79 (+24.05%)

Rapid7 is a cybersecurity and vulnerability management platform that bucked the broader tech selloff entirely. When AI safety fears dominate the tape, locking down existing infrastructure becomes the obvious trade.

It carries a Neutral rating, but today the market voted with its wallet and not with the analysts.

Horizon Quantum Holdings [HQ] $10.34 (-32.06%)

Horizon Quantum builds quantum computing software tools and got caught squarely in the AI safety crossfire.

When AI development timelines get questioned, downstream quantum computing funding and deployment schedules stretch out alongside them. Down 32% on nearly 9x average volume, the market priced that in immediately.

TEN Holdings [XHLD] $8.92 (-28.81%)

TEN Holdings is a commercial services company that dropped 28.81% in a session where risk-off sentiment swept through smaller tech-adjacent names.

No analyst coverage and a deeply negative EPS of -$4.73 leave this name with little institutional support on a day when the market is already looking for exits.

Swarmer [SWMR] $32.16 (-18.77%)

Swarmer is a technology services company with a Strong Buy consensus and a $512M market cap that fell as the AI safety selloff dragged the sector lower.

A strong analyst rating does not protect a name when the sector thesis is being questioned by its own builders.
